Additional Information 378-382 were issued by decision of the XXIV Ordinary National Assembly of 26.IV.1939. (SG, No. 105/13.V. 1939) on the occasion of the IX Youth Congress from July 8 to 12, 1939. Part of the stamps - 37,285 complete series and additional quantities from the low series, all for the sum of BGN 1,450,000, were given to the Union of Bulgarian Gymnastics Societies "Yunak" for finishing, adapting and improving the union pitch and discovering the costs of the meeting. Another part - 7,715 complete series and additional quantities of the low values, all for the sum of BGN 300,000, was given to the Bulgarian Tourist Union to arrange its jubilee meeting next year.

Additional Information The Council of Ministers of 7.VII.1939 with the charitable purpose of collecting sums to help the victims of the flood in Sevlievska and Tarnovska okolia on 28 and 29.VI.1939. The overprinted new nominal values ​​(before the plus) were used for postage, and the sums from the overtax (after the plus) were allocated to a special account for assisting the victims. Due to the high sales values, there was not enough interest in the stamps and they were hardly used for affixing correspondence. There is information that at the end of XII.1939, the series was withdrawn from the post offices and the unsold quantities were handed over to state institutions - banks and savings banks, for pasting fiscal documents.
