The event, held at the Central Post Office in Sofia, was attended by the CEO of Bulgarian Posts, Tsvetiliya Stoilkova, the Chairman of the Union of Bulgarian Philatelists, Spas Panchev, and the Ambassador of the People's Republic of China to Bulgaria, Dai Qingli.

The postal-philatelic edition includes a postage stamp in a block with a face value of 1 lev and a circulation of 3600. The project was created by the artist Yana Aneva-Pavlova.

Tsvetiliya Stoilkova noted that the postage stamp provides an opportunity to celebrate the Chinese New Year – the Year of the Wood Snake. She mentioned that the theme is extremely popular among collectors and has cultural significance. Stoilkova emphasized that the philatelic celebration of the Chinese New Year is a tradition in Asia and America, where large Chinese communities live. In Eastern Europe and Bulgaria, this philatelic theme is relatively new, and over the past decade it has attracted increasing attention from philatelists.
