This year's Balkanfila XIX is organized by the Union of Philatelists of Serbia, which has hosted the event twice in the past: Balkanfila VI (1977) in Belgrade and Balkanfila XI (1987) in Novi Sad. The long history of Balkanfila exhibitions begins in 1965, when the Union of Bulgarian Philatelists organized Balkanfila I, held in Varna.

The exhibition will be held at the Dom Vojske Srbije (Central Military Club of Serbia) in Belgrade between 12 and 14 October 2023, under the patronage of the President of the Republic of Serbia and with the support of the Serbian Post. 12 countries will participate: Albania, Bosnia and Herzegovina, Bulgaria, Croatia, Greece, Hungary, Montenegro, North Macedonia, Romania, Serbia, Slovenia and Turkey.
